Having received his MA in history from Central European University with a thesis of the dynamic of the Communist Party School in Romania and its influence in forming the administrative and economic nomenklatura, Mihai Lupu is having experience in designing and implementing organizational and community development mechanisms, behavior change methodologies, educational and cultural entrepreneurship and innovation programs, design of learning ecosystems and transfer of knowledge and practices at inter-institutional, inter-disciplinary levels. He is serving as advisor to the Secretary of State and Head of the Department for Emergency Situations in Romania, being also a board member of Academics Stand Against Poverty (ASAP), an international community of scholars and researchers working to confront the rules and practices that perpetuate global poverty and advocate for targeted, evidence-based reforms (https://academicsstand.org). He is the founder and president of The Romanian Centre for Innovation in Local Development (https://cridl.org/), and also of EduCaB International, the later, an institutional capacity building mechanism, aiming to catalyze the educational and local development opportunities within small to medium size communities in various countries from Asia, Europe, Africa and Central America, by maximizing the organizational & educational potential of public libraries (https://educab.org). Mihai is also co-founder and president of Short Film Breaks, an international film festival promoting the independent cinematography both as an organizational culture and development tool but also as an opportunity to engage citizens in small communities into discussions on human rights, mental health, civic engagement and global justice topics (https://www.shortfilmbreaks.com/).
